This song is in Dropped-D tuning (That's DADGBE low to high).
The chorus part is one of the best riffs I have heard!  Towards the end play the
complete riff one fret higher.

The first part of the verse is just muted scratches with a wah.  Hold your hand around
the first fret and scratch away with.  Then after a few lines start playing the below 
chord with various scratching.  Just listen and you'll get the idea.
